problems intalling Joomla due to disabled ini_set()

- My shared provider has disabled ini_set() and I can't install Joomla 1.5. They refuse to enable it for me. I've asked them for a workaround and they know of none. The best they seem to offer is a VPS account, but I can't afford to pay that much just for the right to configure my own php settings. Should I find a new shared host provider? Which are the best for Joomla?
