Make the file info.php on you website, and type the following in the file with an editor:
<?php phpinfo(); ?>
Save the file, and type the following in the browser address field:
www.yourdomain.com/info.php
This will create a webpage with your php info where you should the location of the php.ini.

Are you referring to params.ini? If so, it is in the main template folder of your site. -

The php.ini file is part of your server setup, not joomla, or the template.
You should be able to access it through the CP of your host, if not you'll have to contact them if it needs to be edited. - Thanks,
