Wordpress: multiple use of homepage features

Hi RT,
I have a client with request for a site which would use the home page functions on multiple levels
An entry level home page
with three sub menu items: tourism, business, residents.
Each of these three sublevel pages/menu items would each also have their own home page content eg rotating banner, their own featured categories etc as with the home page.
Can this sort of thing be done easily on any WP theme?
