Best Joomla Designer/Development agency??

Hey everyone,
I setup a site called www.socoolnetwork.com last year, but I was never happy with how it looked, was designed or worked so I just left it. Now I'm looking to hire a company to revamp the site.
I put a posting on elance, expecting to get some high quality responses but I havn't had any. There are lots of companies that are good coders, but hardly any that can design well and even less that can design well and code well. So I'm going a bit nuts trying to find some great designers who also have great technical expertise in Joomla as well.
Ideally what I'm looking for is someone who can get excited about this project (as I am) who can say "yeah we can do this and that, and make it really cool!" i'e actually come up with ideas of how to improve the site, and then of course be able to deliver.
Does anyone know anybody? company or individual.
Sorry if I'm posting this in the wrong spot, I wasn't sure where else to put it.

I'm having an expertise company. And for stuff like certain javascript features, we hire people we know well, and fixing those little things so the result gets perfect.
But it depends of your budget aswell. And what you want of your website.
