Mobile directs to the wrong language

Hi. I am building a site using the rt_fresco template with Joomla 2.5. The site is a two language site - Hebrew and English, but the Hebrew part is not yet active and is thare for later use.
When I go to the site using a smartphone or an iPad, the Hebrew site loads.
I did not find a way to select language in the backend. I did select the English main menu as the mobile menu, but still… Hebrew.
