Dominion Theme phpBB not displaying properly

If you guys notice, the header looks like it's non-existant, but the menus are all still there.
However, my Dominion theme on my main webpage works great. I'm just trying to fix whatever happened to it.
I recently just did a fresh install of phpbb for 3.0.11. Wondering if the upgrade had something to do with it, or is it a corrupt file or database entry?
