While working, what plug-ins/extensions should be off?

RT's standard recommendation is to turn off compression plug-ins / extensions while working on a site. I believe this is so Firebug (etc.) can see the css accurately.
I have one site
mexitronica.com/mfe14/index.php/en/
that in order to see template or module setting changes (in the front end) I have to clear the cache (Site/Maintenance/Clear Cache) each time I change something. It's a Joomla 2.5.11 site using the Alerion v1.1 template. The site previously used the Fracture v1.3 template. It has exhibited this behavior with both templates enabled.
Other Joomla installations I have with other RT templates don't exhibit this behavior.
I have RokGZipper disabled. (RokBooster is not installed)
My general question: What are the plug-ins/extensions I should disable while developing a site?
My specific question: Is there any recommendation I can pursue that might allow me to see changes on this site without clearing the cache each time?

Make sure your host doesn't have and php cache enabled as that will cause odd behavior when developing.
