1.5.1 FTP layer in MAMP/WAMP and permissions?

I just install 1.5.1 on Bluehost. The only problem was that I have to reset the permission of the Joomla folder by my cpanel to be able to acces the installation. Is this a security problem or certain file and folder need to have certain permissions?
I Install a miror installation on my mac with MAMP, same here, I did have to change the permissions to access the installer. The only problem is what to do with the FTP File system Layer from the FTP configuration of the 1.5.1 installer.
I enable it on my live server (Bluehost). Shoud I miror this on my MAMP installation?
I need the info to finish my MAMP Installation - Graphic Designer - Marketing -Web Sites — Trying to become a decent human being.

Ignore the FTP layer when setting up 1.5 on Mamp/Wamp or whatever. Its not necessary as you never FTP to local stuff

What you do? Only create a new database and point the new Joomla installation to it? - Graphic Designer - Marketing -Web Sites — Trying to become a decent human being.
