manual or rocketlauncher installs on 1.5 give 403 error

joomla 1.5 installs - whether they are manual or via rocketlauncher give me 403 errors when I try to upload images - i need this fixed, but don't know where to look. I've changed permissions on the images folder to 777, 755, 666 etc and still get the same error.
On joomla 1.0 installs - both manual and rocketlauncher - work fine. This has to be a 1.5 problem.
Apache 1.3.41 (Unix)
php version 5.2.5
mysql version 5.0.45-community

- Check, if you have FTP enabled in Site > Global Configuration > Server. If so, try disabling it. It's only meant for those, who can't "normally" upload due to Safe_Mode Restrictions, but can give a 403 if PHP is compiled without FTP-Support.

- thanks - it was on, but I still get the same error when I turn it off :'(

- no, it's in the progress bar - it goes all the way up to 100, then changes to "upload failed (403)"
