Need help setting up Login Page !!

Hi Rockets,
I'm building my first site with Joomla 1.5 and Chroma' template, and I'm a little confused and can't seem to achieve what I want with the registration side of the Login Module? So can someone send my a link to where I can find info on how to do the following.
What the client wants is 3 levels-
Public- NO login .. just browse.
Resellers- Login .. then see/read reseller info (or 'special' articles- Frontend)
Admin- Login .. where the client staff login to add articles to the site - Backend
I understand that the Super Admin adds the Admin (client staff accounts who publish) in the User Area.
But my problem lies with the Reseller or Frontend login. What I'm trying to do is have every NEW login account to only get access once an 'Admin' has approved the new person , in other words the Admin validates that they are a reseller and then grants them access to that section.. eg stopping the public from registering.
When I did a test Login it 'automatically registers' and sets up the account giving automatic access... which is 'not' what I want. When a new person is registering or trying to login- I want a automated email to go to this person notifying them that there Rego application has has been received- and that the admin will contact them and confirm their login account once it has been setup.
I'm totally new to Joomla ... any help on how to do what I need would be much appreciated.

I've got a similar issue for contracted agent-only access.
I'm going to turn auto (self?) register off and add a section where they can request registered access to the proprietary licensed material and the Super-Secret Decoder Ring based on whether they're contracted or not.
I'll create their account with the user/pass they want, and their professional looking activation link will be sent to them and I don't have to worry about invaders.
This is a vertical market, I don't expect the number of new accounts each day, or week for that matter, to be too much to handle manually.

Yes, on second thoughts I think I might do something similar as I don't want to have to worry about all the public who try to register by accident thinking they will become a reseller..etc.
