Trouble Uploading Template Files

I've successfully uploaded template packages in the past. Unfortunately, today for some reason, I am getting this message:
JFolder::create: Could not create directory
Warning! Failed to move file.
JFile::read: Unable to open file: '/var/www/production/pbr/tmp/rt_solarsentinel_j15.tgz'
Unable to read archive
I downloaded the package, extracted it to the .tgz package extension and the above is what I get.
Please advise, and thanks in advance.

Hello,
One thing to try is to unzip the file and upload the folder to:
yoursite.com/templates

Thanks Mark. I think now that the issue is that WinRAR is not able to extract .tgz archives.... it doesn't recognize the format? what could you recommend for extracting the file on WinXP?
