Unable to install extensions after upgrade to 1.5.11

Hi Guys
I have read around on this and implemented the suggested fixes but still no joy.
I have just upgraded from 1.5.9 to 1.5.11. I was having no problems before this upgrade.
When attempting to install an extension I get the following error:
* Warning! Failed to move file.
* JFolder::create: Could not create directory
* Unable to create destination
If anyone could offer any help it would be greatly appreciated.
