menus not working on local install

Hi,
Whenever I install a test site on my local machine the menus dont work the css seems ok but anything mootools or javascript wont go, I have xampp installed on vista, it's not my browser it works on my remote sites, I just cant find what's causing them not to display in my local config.
Running on a hefty deadline so would love some assistance, thank you very very much in advance.

If it a problem with your localhost and not your server, you should ask or search for support on the xampp forums.
You could try uninstalling and reinstalling xampp....

Don't know what to tell you then, we can't troubleshoot your localhost (xampp) install.
But seven minutes?
You've uninstalled, reinstalled xampp, reconfigured, and installed the template again? - Thanks,
