Sorry I don't find how to setup the form to use the checkout url
for off line payments.

You specify the url to where you want the data submitted to be sent for your custom checkout processing. This data would normally be passed to a payment provider (e.g. paypal) but you can use you own payment processing if you wish using this option - but obviously you have to write that yourself - all you specify in rokquickcart is the url to which you want the data sent - what happens next is up to you.
Rokquickcart is actually using simplecart.js under the covers - here's a link to their docs http://simplecartjs.org/documentation/sendform-checkout
