Entropy theme not able to go responsive

I have a client with a rather old version of Joomla (1.5) running with Entropy running as teh template. I have iPhone Custom Theme turned on as well as the Android version. Scalable Content is also on.
See screen shot.
I know this site needs to be migrated to 3.0 but is there any reason why this is not wroking? The Google responsive toll is telling me this site is not responsive.

because Entropy is NOT responsive? It has mobile themes, and it's pretty user friendly in mobile... but it's not going to meet all of google's little guidelines...
