Hi there,
We seem to have many "SEO Experts" amongst our members but in reality the biggest factor is the quality of your content and respected backlinks.
If the page contains poor information whcih does not match the metadata then it will get ranked lower than a site with good, informative content that does match its metadata.
Google Webmaster Tools will provide advice on best practice but Google is not about to tell everybody how its algorithms work. They do want to have a great index tool so they will encourage web developers to follow basic guidelines. That is the best I can tell you.
