Me too don't understand why not be released, if you have taken the decision to offer
free theme at all, I think it should also be issued the content and not just for members, I see no such trading losses, indeed perhaps the opposite would be used and would
more publicity than it already has a RocketTheme.

as far as i know, this has been rockettheme policy from the beginning of the rocketlauncher.
free templates dont come in a rocketlauncher.
and when you think about it, it is not really necessary anyway. the demo has minimal demo content unlike the demo sites for the club templates and there are no extensions included, no roknavmenu, no rokbox, no roktabs, no rokstories, rokweather, roknewspager, ..., ...
what would a rocketlauncher help in this case? imho, not much. if you dont want to start of on a default joomla install, then you can take advantage of the gantry rocketlauncher package which is available for everybody and then just apply the quasar template to it.

what would a rocketlauncher help in this case?
It would help your paying customers. It may be "pointless" in your opinion, but rockettheme wouldn't be here without our money. There might not be much in way of the demo content, but that extra content saves a lot of time customizing later on.

- I had to make the demo content just for the homepage. If someone need the sql file, and if this is not against rocket theme policies I can share it or send by PM.
