Images not showing up in Quasar

Hi there,
I have loaded Quasar on a fresh install 1.5 Joomla and have been trying to figure out why images are not showing on my site. The bottom footer panel is not showing, nor are any images in which I try to display in any sections, articles and posts. I have have done everything obvious , including consulting with Joomla to try to find the answer.
Lastly, I tried on default template in Joomla, and all worked as far as showing images in articles etc. But I just cannot see any images including the bottom panel of Quasar. I have it turned on and yes, configured and played with all settings for Quasar.
Any ideas?

Hi there, thank you for your help - I have since uninstalled and reinstalled and this seems to have corrected the image problem - only now I have permission problems trying to change permissions on the param.ini
Any help on this issue would be great!

You will need to make sure the param.ini file within the template is writable by Apache.
