Cannot save changes to layout settings

Hello,
First of all, I just wanted to say that I am assuming this is an issue with Gantry as I have tried 2 different layouts and have had the same problem but it could very well be an issue with the web server because I have installed these templates on my WAMP server and they work fine.
I have tried Panacea and Reflex and like i said before I have been unsuccessful. I am having trouble saving any layout changes at all, changing sliders, saving to other presets layouts, or changing text.
For example, I make simple changes like changing the background from #EEEEEE to #FFDF49, click save, it still shows the colour I chose and I get a blue notification box with 3/4 of the exclamation mark showing but no message. Once I refresh I see that the colour is still set to #EEEEEE and no change has been made to the website.

I am running Joomla! 1.7.0, Gantry v3.2.13, and I am trying to customise Panacea v1.6.3.
I have checked the Directory Permissions and all directories are writable.
PHP version is 5.2.8.
open_basedir is set to "no value".
cURL support is enabled.
DOM/XML is enabled.
I have tried enabling my FTP settings and now I can't disable it :shock: .
Database prefix is jos_
I thought that having open_basedir set to "no value" for Local and Master values might have been the problem but that is the same values in the my WAMP server setup.
Wow, this is very detailed. Hopefully someone can help me.

I'm having the same problem!
What was the solution?
I've upgraded to the latest version of PHP, emptied the cache, and ensure all logs are writable.
Any help would be greatly appreciated!!
