Template Manager Displaying Only Structured List

- About 90% of the time when I try to open the Template Manager, I get a structured list of links, and not the formatted admin panel. I can click on the template from here, but it usually displays the same way, and I can't edit anything. I can't seem to find anything in the Solved threads that applies to my issue. DOM is enabled, have reinstalled Gantry 3.2.16. Using Joomla 2.5. This happens on two separate installations, both rocketlaunchers.
