Our DEVS will have to look into this - which is why I raised an "improvement" ticket for them to investigate. If the requirement is that the code has to be added after the body tag then you will have no choice but to edit our original template index.php file for now.

Just an FYI when the devs work on this: Others had commented that AdWords' Audiences section of the Shared Library would claim that it couldn't find the AdWords tag even though their own Tag Assistant Chrome plugin could. That happened to me as well so I did what the others had done, I decided to wait. Sure enough, AdWords now says, "Your AdWords tag is active" when I did nothing since it said it couldn't find it yesterday. I just wanted you to know not to drive yourself nuts with that during testing since there seems to be some sort of delay in Google recognizing the tag installation.
That said, Google's Tag Assistant still gives me an unintelligible 'suggestion': "Suggestion: Both <script> and <iframe> used". I don't know why they say that. There is no iframe in the code snippet they gave me but their Javascript is generating an iframe that is visible in the source code of front end of the site. All I can figure out is that they're complaining about the implementation of their own code. Others have been confused by this particular 'suggestion' as well. I haven't gotten far enough to know if it's causing a problem but I don't think it is.
All that said, despite the one weird 'suggestion', I think the Tag Assistant is a more reliable indicator of proper tag installation than the AdWords Audience note immediately after installation. But this is my first try so take that with a grain of salt!
Please recommend to DEV to install more positions to templates. Having the same issues as previous posts as well as need to place tags in the HEAD section. Between analytics and tracking/conversion code snippets, new positions inside the HEAD and BODY tag are needed urgently.
