force Split menu subnavigation to be visible in all pages

i am using the latest gantry framework and have implemented a split menu. The submenu is in position subnavigation-a
In positions subnavigation-b and subnavigation-c I have enabled 2 other modules as well.
The main menu which is in position navigation which, although is unpublished, it is displayed in every page.
I have forced the sub-navigation pos to display 3 modules in every page but still nothing.

I believe that somewhere in the gantry settings, the navigation position is set to be visible everytime. How can I set also the subnavigation-a position to be visible also in every page?
I would really appreciate your help. This is a very urgent matter for me. The site is finished and this is the only issue that is not working properly.
