Gantry 3.2.16 install issues

Hello
On either a fresh install of joomla 2.5.1 or my migrated installation from 1.5.25 - 2.5.1 and installing Gantry 3.2.16 once the installation is complete and checks out that install was a success Gantry shows up in the "Discover" findings as it is not fully installed.
I have tried to run the install in the "Discover" tab but then there appears to be two instances of Gantry installed then and a com_gantry link in Admin Components menu. Then if going to the Extensions manager >> Manage tab and when "Refresh Cache" is run I get an error stating that the Gantry xml file and the installer plugin xml files are not found.
I uploaded a new copy of the gantry.xml file to its proper folder and that error went away but the installer plugin xml file is there and cannot be found by the system, still errors. Also the installer plugin is disabled and when trying to access it or enable it a 500 error is thrown. I checked before the next attempt and the installer plugin is added when gantry is installed.
This happened on my other test installs also for the same versions. At this point I am at fresh installs on both the 2.5.1 and the migrated version to 2.5.1 and both are working and everything seems fine. Before I installed Gantry again figured it best to ask first or see if anyone else has seen the same.
1.Being on this server I had to install the Dominion template via unpacking it first and uploading , doing the install from a folder method, could it be that I need to do the same with Gantry?
2. On a fresh install of Gantry 3.2.16 on a fresh install of joomla 2.5.1 if Gantry shows in the "Discover" tab after the install was complete and shown to be a success should I run the "Discover" Install or ignore it?
All cache was cleaned after install and before Discover Install.
