Responsive AND 960px NOT 1200px

We would like to use Responsive Features of Gantry AND have the website max to 960px. How is this possible?
When we set to "Fixed 960" it sets to the size we want but then it doesn't respond anymore.
When we set to Responsive, there is no way to set the MAX width because all the widths are set in px for some reason and it maxes at 1200px. When I put a width for the container it breaks everything.
Help Please!
