you said
it is actually being loaded. The problem is that the smooth scrolling atom can only work on links that begin with "#" - if you look at the jquery code you will see that is what it looks for. So, unless you link begin "#" then it won't work.
did you test it because, problem, if I change my link in menu icon from,
newsite.abbayejouarre.org/index.php?&Itemid=230#ancre_carte
to
#ancre_carte
When I click to the menu icon item, I go back to my home page
newsite.abbayejouarre.org/index.php#ancre_carte
Not to the anchors in my page

He meant to do it like:
newsite.abbayejouarre.org/index.php?&Itemid=230/#ancre_carte
But you have jQuery errors on that page that need to be cleaned up... your smooth scroll script is erroring... Tools > Developer Tools > Console and you'll see the error
You've got a jQuery script but you aren't loading the jQuery library on that page -

I've got it now
need to add with Smooth scrolling Atom particle, the Javascript framework as Atom particle to load Jquery.
Also adress page should be with SEF adress instead of raw address

- I think it's related to your Google Maps module... disable that and see if the error clears
