no it doesn't - please try it yourself using filezilla - it just gives connection timeout.

ok all those files are being an owner/group of 33/33 which sounds awfully like "Apache" to me and Joomla won't therefore be able to read/write the files.
You need to clear out all the files in css-compiled folder - I tried to do this but the FTP account you gave me says "permission denied" if I try to delete any file - further convincing me that the files are owned by "apache" rather than an ftp user account.

Are you saying I must have FTP activated for Joomla? Joomla/php/apache is what is putting those files in the folder to begin with.
I deleted the files. Apache/PHP is the owner of the folder. Are you saying I need to activate a FTP Account in the configuration settings in order for gantry to function properly?
This is a common JOOMLA issue. It's not specific related to Gantry. Joomla needs to be able to read/write many directories - it cannot do this is the files/folders are owned by Apache. Joomla do offer an option in Global configuration to use FTP instead of writing the files directly. But, it's still not going to help unless you are prepared to use apache FTP account in Joomla.
Usually this problem comes about when you have used apache2handler rather than cgi/fastCgi (or have subsequently changed later).

Change the owner/group of all files and folders to a proper account (not apache). This should then work, but if it doesn't you can then add that account as FTP details in Joomla global configuration.
