    How to make a block always take space even when it has no content?

      In the above blocks, if there is no module assigned to `top-a` and `top-b`, the module in `top-c` will take over and occupy the whole `top` Section. How to make it always be in the right 33% as if there are contents in `top-a` and `top-b`?

      I'd thought I just needed to check the "fixed size" checkbox, but it doesn't work. I remember in Gantry 4 there is an very intuitive way to do this.
