How to make a block always take space even when it has no content?

In the above blocks, if there is no module assigned to `top-a` and `top-b`, the module in `top-c` will take over and occupy the whole `top` Section. How to make it always be in the right 33% as if there are contents in `top-a` and `top-b`?
I'd thought I just needed to check the "fixed size" checkbox, but it doesn't work. I remember in Gantry 4 there is an very intuitive way to do this.

Fixed size means that the block will always take up the designated percentage of space - even if there are no other blocks in the row.
So you disable it and then for social icons you add them to the right by using align-right class and that way the social icons will be rite. do you understand whyat i mean or you want me to set it like that? - Available for CUSTOM WORK with Joomla, WordPress and Grav Templates and Gantry Framework!
