SOLVED Theme admin area conflict (mootools.js)

I am unable to access the theme admin area settings here:
glp-dev.mystagingwebsite.com/
I disabled all of my plugins but when I go to the theme settings and try to click on any options, there is no response, same with any otyher theme/gantry based settings like widget pages, etc.
The problem comes down to this error:Uncaught TypeError: Scroller.init is not a function at admin.php?page=gantry-theme-settings:192 at mootools.js?ver=4.9.5:375 at Array.forEach (<anonymous>) at Function.forEach (mootools.js?ver=4.9.5:33) at Array.each (mootools.js?ver=4.9.5:40) at fireEvent (mootools.js?ver=4.9.5:374) at HTMLDocument.g (mootools.js?ver=4.9.5:514)
How can I fix this issue?

Please post your URL, Username and Password in Secure Tab and i will take a look and maybe figure out what the problem is.
