Sure - just use MAMP, WAMP server or XAMPP locally as your server software.
But, If you think there's a possibility you might need support from us then it's best to develop on a server accessible on the internet otherwise we won't be able to look at your site. You can also just get hosting from a company on the net and then point the domain name that you want to use to access it locally using your hosts table on the pc. In this way your "live" site can carry on running as normal for everyone else and just your pc will know where the "test" hosting space is for that domain name.
In other words, there are lots of ways of achieving this, yes.
