We don't have a parallax atom? Can you explain more please?

I thought I saw Gantry had one
rockettheme.com/docs/joomla/templates/vermilion
I just wanted to make a section have a parallax effect any simple way to do that? Im using Studius template that I did not see such an option

Oh that one. It's not very good and extremely basic so I wouldn’t use it but....
If you want to know how to copy a Gantry 5 particle from one template to another please read my tutorial here in Gantry 5 Official Documentation here .
You will of course need a subscription that enables you to download that template.
