so i found one i like on someone else's joomla site but i do not know what it is. firebug shows this:
<div id="twoj_news_scroll_1_all" class="twoj_news_slide_class0">
and it seems that each article or block of text it is scrolling is setup as a list item
<li style="display: block; overflow: hidden; float: left; height: 192px; width: 292px;" class="twoj_li" id="twoj_news_scroll_1-14" rel="0:2600"><table class="contentpaneopen"><tbody><tr><td valign="top" colspan="2">"testimonails or whatever text"</td></tr></tbody></table></li>
anyone know what module or whatever this is?

I'm assuming you mean the "Testimonials" on the home page. I copied the following directly from the source view at link provided:
