The reason for very limited graphic and scripting for such sites is because of the ridiculous amount of traffic that they handle. The type of site you are dealing with here is never going to need to handle 500,000,000 users in a given day.
Often times clients will defer to the advice of the most technically proficient person they know. Often times that person is not very proficient at all.

My take to this egg and hen issue is there is no concrete guideline. Sure, you have to put in content, but presentation of content along with image totally depend upon your industry and your target audience. I will illustrate two examples.
edit: P.S. How about comparing your clients site to something that is hugely successful and the target market is more comparable than the hugely broad range of Google.
