Hello,
Gantry is the framework in which we base all of our newer templates (Dec 10 - now) on.
It makes deploying a Joomla site very easy with many many features you can configure right in the template manager.

Yes it is free and it is GPL licensed AFAIK

Is the menu system part of Gantry ? does the menu system come with Gantry ?
Is the Gantry template system big and bulky ? It looks like it adds tons of css files to the template

Gantry has no built dropdown-menu-system.

Not tons but it loads stuff. Obviously there has to be some kind of tradeoff between features and speed. Gantry offers compression-features to improve the speed.
The basic (and free) base-template is fast. demo.gantry-framework.org/
Try it or the free Quasar-template. demo.rockettheme.com/free/quasar/
Quasar has a css-dropdown-feature.
