multi template? joomla on steroids?

Can someone tell what kind of script does this template profile feature in this site:

they have 3 diferent templates (index.php?perfil=empreender index.php?perfil=viver and index.php?perfil=visitar), it seems the site has only one instalation (see the map) and they have some kind of hack that tags content, see:
index.php?option=com_content&task=blogcategory&id=73&Itemid=96&tema=monumentos
is that some kind of community hack or is just a madified version of joomla?
ps unfortunately the site in in portuguese, but you can try the "Directório de Contactos" (directory) and the news (noticias) categorisation to see what i am talking about. I think is impressive.. - twitter.com/ruigato

- Could they not just be using the Template Manager in joomla to assign a template to specific areas?
