Hello,
I am trying to change the, "Joomla! Administration Login" on the admin page as well as remove the "Joomla! is Free Software released under the GNU/GPL License." on the bottom of the page and am not having any luck.
I looked in the /website/administrator/templates/khepri/ folder but can't find where to change the wording or the footer.
Any help would be appreciated!

While you can't remove the licensing in the core template files, there no reason you can't stop them from displaying.
(Same with RT templates, you can turn of branding which stops the RT stuff from displaying, as long as you don't delete the the RT references - same as Joomla - according to the GPL and TOS).
