I saw a site with two set of menus on top of each other can this be done in Joomla and how.

Hi there,
Subject to your template positions, coding skills, css skills, or the budget available, then most things can be done in Joomla.
Please note that the menu on the site you provided a link for, has no dropdowns nor are there any side menus as in split-menu style.
You would simply create two basic Joomla menu modules and publish them one below the other and then create your css to give the horizontal effect you desire.
