Help! Maximum Execution Time Error

Hey everyone. I am receiving this message when I try to run the installer.
Fatal error: Maximum execution time of 30 seconds exceeded in D:\Hosting\7991885\html\Quasar\app\code\core\Mage\Core\Model\Resource\Abstract.php on line 35 I have seen/read what needs to be done, the php.ini file needs to be changed to a value of greater than 30 seconds but I am VERY new to this and don't know where to go or how to do this. I have seen a php.ini.sample file in the main install folder... Do I use that? I am trying to learn as I go.

The php.ini file is not part of Joomla or the template, it's located on your server.
You may be able to change the timeout limit through your host's CP, but in some cases, it's not allowed on the user level.
So, if you can't change it yourself, you'll need to contact your host to do it for you.
Also be sure that you are running php v5.2.xx and have a memory limit of at least 32M, optimally 64M. - Thanks,
