why RT doesnt customize website offline page

hi ..
ive noticed that many template clubs customize the offline page and i think its pretty time saving and cool .. i wonder why RT doesnt do the same .. i guess its not hard

RT can't provide ONE offline page that will satisfy everyone, and since the off line page is part of the Joomla core, you are better off creating one yourself. - Thanks,
