Hi I turned off user registration in my joomla site, then signed out. Now i cant access the backend of my site for some reason.
Is there a FTP file I can access to re-anable User Registration? or another way

Turning off user registration shouldn't effect your ability to login the back end. You should be able to access your admin panel by adding administrator to the end of your domain name like this:
www.yourwebsite.com/administrator
