Main menu does not work well

good afternoon
I have a problem with the main menu because it does not work well when mouse over(not display the submenus), because if you step up and down sometimes works and sometimes not only works well when I step from the bottom up, also when they step aside sometimes works and sometimes not.
why it happen?

I have another page siumm.mx/ that it is the same and that the probe without any 3rd-party plugin locally, which might be?
