That's the error i get when I go to template manager > rt_voxel - Default
Can someone help me please with what permisssions I should set.. Thanks!

Make sure that your Joomla root directory, template directories and so on are 755 (or 757 if needed)

- ok now when i try and do that it does not work. I believe I messed with the wrong folders permissions first. So im trying to delete all the files/folders but the "cache" folder keeps coming back.. How do I get rid of this problem?

How to check the folder permissions..
It depends on the Joomla version but it's something like this:
Help > System Info > Directory Permissions
Site > System Information > Directory Permissions
System Tools > System Information > Directory Permissions
They should be marked as "Writable" (green colour)
If they are all marked as writable then you need to login with your FTP client to check for more information. For example, is your Joomla root directory writable? - Please reply with a direct link to the issue & create a new thread for each new issue.

i also now are trying a clean install, and new db. But the weirdest thing is happening. The "cache" folder keeps recreating itself when I delete it through ftp and through cpanel..
any idea?

Yeah, i don't think any CMS could ever work without a cache folder of some sort. You should not delete the cache folder itself, only what's INSIDE the folder.
The cache folder must be writable. Normally this is set to chmod 755 but on some servers you need 757 because of the wrong owner of the files and folders... - Please reply with a direct link to the issue & create a new thread for each new issue.

the files inside the cache folder keep recreating too... roktwittie being the only one.
im trying to use rocketlauncher to set things up, doesnt it have to be a clean joomla install etc if thats what im using? its not the default coloring either on the new installs ive tried, its the background/accent that i was fiddling with on the left hover from previous installs.
this is getting frustrating, sorry if im not being clear.
