I believe you are missing the point...
...people with poor eye-sight make take specific steps, but average users may use the text-resizer for various reasons:
1) If a news site has a somewhat large font, some may want to decrease it to make better use of the visible area within the browser window...
...some sites use both large fonts AND have really narrow content area...in this case being able to reduce the font-size ONLY for the article text might be a welcome feature.
2) Other sites may use small fonts or more "calligraphic fonts" which are not optimally suited for long texts..so users may want to increase the font-size (again for the article text, not the whole area)
3) There can also be more occasional uses of the feature...i.e. one may want to read some articles in a more laid-back mode, resting back in his/her chair, further away from the screen, so in this case one might appreciate a text-resizing feature (for article text)
