Joomla Menu Hover/Tooltip

Greetings,
I have created a sort of Quick-Links alternative navigation menu on my website (ollsmc.com) and I am wanting to create a sort of tooltip/hover feature for those links with the text stating what exactly they are. I would really like a second image to appear in place of the quick link icon upon hovering over the icons, or alternatively simple tooltip functionality would be quite useful. I am using the default joomla menu with a module class suffix which orients the menu horizontally. Developing this site for a client and could really use some help on this one!

You could use Tooltips extension from NoNumber to achieve hover effect

Maybe you should ask Tooltips developer if something like this would be possible. I was just suggestion what could be used. Unfortunately, I didn't use this extension in such setup before

- Do you or anyone else know a means of accomplishing this through modification of the css, or perhaps a plugin/module/component? As I noted before this is a feature which I have to figure out for my client, any assistance would be greatly appreciated.

- Thanks for your help, I have been able to get a simple old school tool tip to display, however I believe the delay is set at some default so it only shows up after hovering over an icon for some time. I have set the tooltip in the menu title attribute in the menu manager. Could you direct to where I could modify the delay setting?

See the first app-style icon on the links bar on this page, hover over it for a bit and a tooltip appears. How can I make that appear sooner??

If you are talking about this one seen on attached screenshot then I will have to disappoint you. This is system tooltip and time of it's appearing is set on a system level. It doesn't have anything to do with Joomla, browser or HTML at all
