Gantry templates stuck on default - no style changes save

I can't seem to get rocketheme templates to work, problem is that the template manager does not allow any style or template changes to save. Stuck with default setting.
Running Joomla 2.5.6 with gantry 3.2.20 on PHP 5.2.8
I've re-installed several times, tested other templates, it is definitely an issue with gantry running on my site. Clean site install, not really any other extensions running. Wondering if its a permissions issue?
Anyone had similar issues?

1. Permissions are wrong (not often)
2. You need to Save and REFRESH the page, simply click save will leave it in this state.
Fully re-load the admin page again and the template will be 'active' again.
