When i go to extension manager / Manage i gel this
Warning: require_once() [function.require-once]: Unable to access public_html/administrator/templates/rt_missioncontrol/lib/missioncontrol.class.php in /public_html/plugins/system/missioncontrol/missioncontrol.php on line 13
I can't remove any app, i have install missioncontrol, then try to remove but same thing happens
Any idea what it may be?

Try to disable mission control system joomla plugin and you will be able to remove it

Using Cpanel or FTP client check that your permissions are set to 0755 for folders public_html/administrator/templates/rt_missioncontrol/lib and /public_html/plugins/system/missioncontrol
