Hello,
I recently uploaded the fracture theme for PHPbb3 and I am having issues with the logo. One i tried changing the logo by using the custom link the php admin panel and that did not work. I need help with findint the correct way in uploading a logo and two on how to resize it.
I already tried the RT.CSS and there is nothing in the file that says logo. Please help

Check the Demo Tutorials in Joomla for the Fracture Theme on Logo Editing. I'm not sure if all the files are the same. But it is a start.
In the meantime, I have asked other mods to take a look. If there is something other than the Joomla! Fracture tutorial for phpBB3 I will get back to you.

Hey,
You'll need to replace following file: styles/fracture/theme/images/logo/light (or dark)/logo.png
That should do the trick !
