That's just a script in the template folder, and we didn't put it there, it's not part of the default installation. Either way, a single javascript file does not provide backend controls for a template, plugin or anything else. More is required to provide that functionality and all of those files are found in plugin folders, admin folder ECT.
I can't say how that script got there, either you or someone else placed it there, it's not part of our default template. See screen shot of the default script folder. - The difficult we do immediately, the impossible takes a little longer.
