rtool-tip extension RT or NOT?

- I saw this on www.rockettheme.com/extensions-joomla/ when hover on any extension a tool tip shows up. I'm wondering if this is a RT extension?
- Behind every great web site, there's a bunch of numbers and letters.....and stuff.

Along the same topic, are the tooltips/ point-of-interest "dots" in the sliders at
gantry-framework.org/
part of a rockettheme extension like roksprocket, or are these also a custom feature?

- The pulse effect is pure CSS and the pop-up thing is done with a custom JS afaik.
