Templates problem while working offline

For some reasons I have to work in a environment without internet connection or with very low-speed connection. So I use WAMP to build my website in local computer. But there are two major problems with RT template working offline:
1) when there is no internet connection, when I go to template manager and click rt_template, it always return an error,most times it says "php_network_getaddresses: getaddrinfo failed", and sometimes simply a 500 error;
Is there anyway to fix this? It is important to me.
2)when there is low-speed or unstable connection, the page loading takes a unbearable long time, it seems the local website is trying to get something from a remote address and gets stuck there due to unstable or low-speed connection. If what I am thinking is right, is there anyway to stop it?

Hi,
1. this has already been reported to Gantry devs. Gantry is trying to check for the version updates and that is the reason why you get this error
2. you will have to see which modules, plugins or extensions are trying to access some info or data from the internet and address them individually - Check my services at: Mihha-Vision

For 2nd question, I installed strato RocketLauncher and didn't change anything. And I remember sometimes seeing waiting for respond from "addthis" something.

- Well, there is your answer. AddThis is trying to contact internet and until timeout occurs you can't work anything else. Disable it in Joomla plugins and you should be ok
