Why not UTF-8?

I was wondering...why the default encoding in Joomla and Joomla Templates not built originally in UTF-8? Isn't it the best encoding and user friendly for readers and users from different countries using different languages? And it has been a world trend to built sites using UTF-8.
Is there any issues that stop such development? - Regards from Laine

- Doesn't it fail validation? There are also some compat issues from what I've read. I only came across the problem after trying out Microsoft Expression Web (spit), the damn package tags every file it touches with UTF-8 stuff and it's a complete nightmare to remove it.

- Does this mean you simply cannot use Expression Web for editing Joomla template files?

Joomla 1.0 was built on mambo 4.5.2 which has been around for a long time. There are lots of legacy things that carry over, one of which is the encoding. This was actually originally the premise behind Joomla 1.5, moving to UTF-8.
